You can get antihistamines, eye drops on the counter in pharmacies and prescription from your doctor, but they are usually the first and then work "up" on steroids / mast cell stabilizers (as you mentioned).
You have problems with the Conservatives in the drops that have tried?

Avoidance of the allergen, if possible, sunglasses when outdoors to avoid when you cut the lawn, wash the eyes with clean water to outside
Imagine a desensitization to the allergen
